Subject: At what point do I give up on this starter

I've had some WLP830 German lager yeast on the stir plate for 36 hours. I'm guessing I should give up on this and get a new vial...

It's been on the stir plate approximately 3 days now with absolutely no sign of fermentation activity. I've always had some sort of activity (i.e. krausen, etc.) but not this time

Is there a layer of sediment on the bottom when you turn off the stir plate and let it rest a while?

There's a very small layer of sediment (looks no bigger than what went in the flask)

However, I think the tell tale sign is that the wort is 1.030. I didn't measure it before pitching but 100 mg DME in 1L water should result in about 1.030 so I think it's fair to say this yeast is not viable.
